The author Rabbeinu Meir Simcha Hacohen (1843-1926) one of the greatest rabbis in Europe in the generation before the Holocaust. For many years served as the Rav of the Misnagdim in Dvinsk (alongside the Rogatchover Gaon Rabbi Yosef Rosen who served as the Rav of the Chassidim). Authored the great Seforim Or Same'ach and Meshech Chochma on the Torah. In recent years, some of his responsa was published.
