Stencil booklet regarding the composition of the Provisional State Council and its committees, December 1948.

The booklet includes reference and detail of the composition of the Provisional Council of State which was the first legislative body of the State of Israel, from the end of the British mandate until the establishment of the Knesset. The council is a continuation of the People's Council - a body established by the Zionist administration as part of the preparations for the establishment of the state. The Council took the place of the British Royal Council, where the laws of Mandatory Palestine were enacted through the word of the King in Council.

Immediately after the declaration of independence, the Council published a proclamation establishing its status as the legislative body, canceling the White Book from 1939 and the restrictions on immigration, and also states that any law that was in effect until that time will remain in effect as long as it is not canceled by the Council.

The powers of the Provisional State Council were determined in the Government and Legal Procedures Ordinance, which is the first piece of legislation published in the State of Israel. In the Government and Judicial Procedures Order, the names of 38 members of the Provisional State Council were listed. Chaim Weizman was appointed president of the council.
