Rabbi Zelig Reuven Benegis (5624-5713) was already famous in his youth as a great prodigy, "and was well versed in the Talmud and in the rulings of the Poskim" (the language of Rabbi Shlomo HaCohen author of Chashek Shlomo). He studied at the Volozhin Yeshiva and was considered a name for the Gaon of the students, and as the Rosh Yeshiva of the Netziv said: "The best learner." Typical stories are known about his rare knowledge of Shas and Poskim.
It is said that he once performed an Siyum to the entire Shas, and to ask people what is special about the end of Shas, he replied that he has time while waiting for important people and events, and this is Shas for a few minutes.He once described his position at a yeshivat Volozhin: I Was called a Ilui, R. Isser Zalman (Meltzer) was called half Ilui, and R. Baruch Ber (Leibowitz) was called a quarter of a Ilui.
During his lifetime he served as rabbi in various towns in Lithuania. In 5652 he was appointed Av Beit Din in the city of Budki, where he began to publish his well-known books "Liflagot Reuven." The name of Rabbi Zelig Reuven was published in the world at that time, even though he was still young, and even reached the gates of Jerusalem.

In 5268, a year before the death of the rabbi of Jerusalem, Rabbi Shmuel Salant zt "l, the heads of the community took care to fill his place, and the name of Rabbi Zelig Reuven was raised as a candidate to serve in the rabbinate of the Holy City. For various reasons the idea did not come to fruition.
In 5671, he moved to Kalvaria, Lithuania, Then during the First World War, he was exiled to the city of Smolensk And was appointed rabbi of the city . In 5682 he returned to Calvary.
In 5698 he moved to Jerusalem to serve as Av Beit Din of the Edah HaCharedit, and from 5709 he was appointed Av Beit Din until his death.
Among his students, who also relied on him: Maran Hagarash Rabbi Elyashiv zt "l, and Maran Hagar" a Auerbach.
