Rav Moshe Dessau was a talmid of the Mahar"a of Brauda, av"d Frankfurt A.M., then dayan in Glona and a member of the beis medrash in Amsterdam. He is often confused with the famous maskil with the similar name (Refer to
Shu"t Kochvei Yitzchak, section three, siman 16).
