Following the outbreak of disputes between the heads of Kollel Shomrei Hachomos, the presidents of the Kollelim gathered on the 14th and 15th day of the month of Adar 1924, in the city of Pressburg, to discuss and calm the situation. This proclaimer was written during the end of the assembly and sent to the members of the community in Jerusalem.
The proclaimer is divided in 9 paragraphs, which include organized details on new rules and regulation that obligate the management of the Kollel to abide to from when this announcement is proclaimed. Signed by Rabbi Akiva Sofer, Ab"d of Pressburg, Rabbi Avraham M"sh Frankel, and Rabbi Avraham Yoseph Greenwald Ab"d Ungvar.
