Letter from disciple of the Holy 'Kedushat Levi', the Gaon Rabbi Moshe Ze'ev Wolf Halperin of Zlatipola (Zlotopol, Ukraine) to the Gaon Rabbi Ephraim Zalman Margulies author of 'Beit Ephraim', concerning assisting Agunah.
Question hand written by the holy Gaon Rabbi Moshe Ze'ev Halperin, sent to his relative the well known Gaon Rabbi Ephraim Zalman Margulies, the 'Beit Ephraim'.

Letters contents: Concerning the question of the kashrut of a Get (divorce) send by a messenger, and before reaching the women the husband regretted and asked to cancel it, but right afterwards he requested to make the Get kosher and said will give another divorce if this one will not be accepted. With the influence of evil people who befriended the husband, he went to the courts to prosecute and request money, refusing to give another divorce, and there is fear that he will leave the woman an agunah. "והעלובה צוווחת ככרוכיא ודורש אין לה".
In this letter, the 'Beit Ephraim' is requested to search every way to permit the divorce and return his answer. "נא ונא לעשות זאת למעני ובשביל תקנת עגונות". At the end of the letter he writes another time and stresses the urgency of his request. "נא ונא ליקח פנאי לעצמו ולעיין בכל חלקי וצדדי ענין הג"פ ולהשביני... מוקדם כי בענין נחוץ מאד מאד כי פן יפעל הבליעל בערכאות ויקבל המעות ח"ו וירחיק נדוד".
The Gaon Rabbi Moshe Ze'ev Worlf Halperin (The Ramaz), son of the Gaon Rabbi Ephraim Zalman, son of Rabbi Mordechai 'HaChazan' of Zaslev (disciple of the Holy Baal Shem Tov). He was the son-in-law of Rabbi Chaim Krasner and brother-in-law of Rabbi Yaakov of Lisa the 'Chavat Da'at'. In his youth he learned by Rabbi Shneeor Zlaman Margulius, and later
was the revered disciple of the Holy Bardichever Rebbe Rabbi Levi Yitzchok. Upon the request of his grandfather the 'Shpoler Zeide' he accepted the position of rabbi in Zlotopol- Kieve, where he served as a Rabbi for dozens of years. Was from great poskim in Russia, corresponded in Halacha with the great poskim of his generation, who requested his knowledge on complicated questions. His responses were written in Shut 'Zichron Moshe'. Among the Raabanim that wrote to him and sent their questions were the Geonim Rabbi Arye Yaakov of Smila , Rabbi Ephraim Zalmen Margulius, Rabbi Shlomo Kluger of Brod, his mechuten the Holy 'Tzemach Tzedek' of Lubavitch, Rabbi Ezriel Dov HaLevi Rav of Carasan. Passed away around the year 1850, and was succeeded as Rav in Zlotopol by his son Rabb Chaim, .
His lineage appears in sefer 'Shalshelet HaYochsin' page 4. Responses to him were printed in Shut Tzemach Tzedek. The response of allowing Aguna appears in Shut Noda Bashearim part 1 end of chapter 13, and in Kovetz HaPosek 4,5.
