החוברת מכילה מידע אודות פעילות הקרן, נתונים מספריים וכן תצלומים של הפעילויות השונות.
הקרן הוקמה בשנת 1932 על ידי ההסתדרות הכללית, ומומנה בכספי חברי ההסתדרות. בשנת 1936 עם פרוץ "המרד הערבי", שגרם למשבר כלכלי בארץ, הופעלה הקרן ואף זכתה לתמיכה של המוסדות הלאומיים. בשיתוף איתם הקימה את חברת "ביצור" , אשר סיפקה מקומות עבודה למובטלים באמצעות ביצוע עבדות ציבוריות. כמו כן הקנתה הכשרה מקצועית לפועלים וניסתה לפתח ענפים חדשים. הקרן יזמה את הקמתה של חברת הספנות "צים".
