The author was the grandson of the Shach, and was one of the important Rabbonim of his generation. The sefer became widely known because of the much-talked-about case regarding an agunah, which was sent to the Maggid of Kozhnitz, who gave her a Heter, but sent his answer to other Gedolim of his generation so that they could join him in this Heter. In this sefer, in answer 76, the author brings the exact quote of the question, two answers that the Maggid wrote to the question, an additional answer from the Ba'al Hahafla'ah and the answer of the author himself, agreeing with the opinion of the Maggid. Many of the Poskim that discussed this question brought the answer from this sefer, since the sefer of the Baal Hahaflaah was only printed many years later. Additionally, the sefer "Agunas Yisrael" which solely discusses this subject was only printed in year 5640.
