In the center of the carpet is the figure of the first British High Commissioner in Eretz Israel, Sir Herbert Samuel, holding an English top hat on his knees. The artist Aryeh Aroch had a similar tapestry from 1928 in his collection, which served as an inspiration for his important drawing "The High Commissioner" (1966, Israel Museum Collection).
