Background:

In 1843, there was an article published in Frankfurt by "Friends of Reform" preaching total elimination of the mitzvah of ritual circumcision. Yosef Yahelson even wrote a booklet in which he recommended that each Jewish institution exchange circumcision with a different ceremony. "Friends of Reform" determined that the mitzvah of ritual circumcision was the reason behind the high infant mortality rate of that period. Due to the activities of Reform circles, the municipality of Frankfurt decided to register uncircumcised children in the population registry as Jews.

Frankfurt's rabbi, Rabbi Shlomo Zalman Trier, fought this trend with all his might, and sent in several requests to the municipality to walk back this intent, due to the fact that according to Jewish doctrine, such a child is not considered a Jew. Rabbi Zalman Trier, together with the geonim of Frankfurt - Rabbi Yissachar Adler and Rabbi Aharon Fuld, author of Beit Aharon, collected opinions of Jewish sages and scholars about the essentiality of the  mitzvah of ritual circumcision. In this book, Rabbi Shlomo Zalman Trier assembled opinions from 28 writers, and published a comprehensive book on the topic.

Especially fundamental and important work. The gaon Rabbi Y. Y. Weiss discusses this book at length in Shu"t Minchat Yitzchak (Part IV, siman 10). He refers to it as Rabbinical Approvals for Ritual Circumcision, and even copies passages from it.
