השאיפה ליחסי שלום עם הערבים מצאה ביטוי בעצם ימי לידתה של מדינת-ישראל, במגילת העצמאות. היד המושטת לשלום נדחתה אז, ומדינות ערב הכריזו מלחמת חרמה נגד קיומה של מדינה יהודית בארץ ישראל. קשות ואכזריות היו המלחמות בין ישראל ושכנותיה, איך ידו של צה"ל הייתה על העליונה.
