In the picture a big procession, with an important Christian minister in the front. Around him many Turkish soldiers and a big crowd of people from all the three religions.
It's unclear what/who the procession is for.
Based on the car, it has to be after 1908 (when the first automobile arrived in Jerusalem) - but before 1918 (based on the Turkish soldiers).
We'd be happy to receive any more information if anyone has any more direction...
