Philadelphia born, attorney Etting (1833-90) served from September 5, 1861 to December 31, 1870, rising to serve as Chief of Staff to General Irwin McDowell.
Post-war, Etting was Paymaster General for the 1876 Centennial Exposition, he restored Independence Hall in advance of the exposition and authored its history.
