Monograph on the conditions of the Talmud Torah in Vilna and its dire need of support by R. Mordecai ben Joshua Hayyim Epstein. The title page describes Ma’amar Tzedakah be-Khol Et (Righteousness (charity) at all Times) as explaining the conmditiosn of the Talmud Torah of the city of Vilna, both spiritually and materially. Also explained are the sayings of the sages on the verse “and he who does righteousness at all times (Tzedakah be-Khol Et)” (Psalms 106:3), which encompasses raising orphans, etc. and other sayings of the sages related to this subject, by this arousing the leaders of the city to join in supporting and sustaining the Talmud Torah. There is an introduction, followed by the text which begins with a pertinent quote on the verse from tractate Kiddushin (50a) and concluding with letters from leading rabbis of Vilna, R. Hayyim Ozer Grodzinski, R. Hanokh Henokh Eigush, and concluding with a missive from R. Mordecai ha-Levi Epstein.
