חוברת בה נדפסו צווים, תקנות, חוקים מוניציפליים והודעות מנהליות מטעם ממשלת פלשתינה. חוברת זו נדפסה סמוך לתחילת המנדט הבריטי על ארץ ישראל, כששטחה של ארץ ישראל עוד היה תחת מנהל צבאי זמני: O.E.T.A – מנהל שטחי-אויב כבושים. מנהל זה פעל בשיתוף-פעולה בריטי-ערבי-צרפתי עד להסדרת השליטה על האזור בועידת סן-רמו בשנת 1920.
