דבר המפקד העליון של הארגון הצבאי הלאומי [מנחם בגין] לעם בציון. שודר ביום ו' אייר תש"ח, 15 למאי 1948 ב"קול החרות", תחנת השדור של הארגון הצבאי הלאומי. הוצאת הארגון הצבאי הלאומי בארץ ישראל – מחוז ירושלים, [1948].
הדפסה של הנאום שנשא מנחם בגין יום לאחר הכרזת העצמאות של מדינת ישראל ("נאום השחר המאדים"). בנאומו זה -מעין "הכרזת עצמאות"- התייחס בגין לפירוק המחתרת, לצורך בצבא חזק ומאומן, למדיניות החוץ הרצויה עם ארה"ב ובריה"מ, לשיבת ציון, ועוד, והתווה למעשה את קווי היסוד האידיאולוגיים של המפלגה אשר עמד להקים – תנועת החרות.
