חיבור אודות מצב היהודים במדינות אירופה, הכולל סקירה של זכויותיהם כאזרחים חופשיים בעקבות האמנציפציה. לטענת החיבור, יהודי אירופה טרם זכו להכרה מלאה בזכויותיהם, ועדיין נתונים להשפעתן של דעות קדומות, המהוות איום קיומי עבורם. בחיבור נזכרות דמויות מפתח בתחומי התרבות, הכלכלה, החקלאות והפוליטיקה, וכן נזכרת בו אחריותה ההיסטורית של הכנסייה ליחס השלילי ליהודים.
