1950 domestic taxed mail: 29-10-1950 local HAIFA comm. cv to Income Tax department franked 10pr instead of the DO-2 period 15pr letter rate, using a 1948 revenue label (Ba-REV.3): the postal clerk circled the franking but cancelled it, effecting its acceptance , even though this was just the printed matter rate, probably out of sympathy with the financial situation of the sender; slit open at top & sealed (contrary to pm regulations); some edge creases and minor tears. Unusual.
