The second national conference of the Mizrachi Federation in Poland convened in April–May 1919 in Warsaw, marking the consolidation of the movement after the war. The conference was characterized by differences in approach between the veteran leadership and the “Young Mizrachi” (led by Shachl) on issues of education, settlement, and community work, emphasizing “present-day action” and participation in Zionist institutions.
