After the week of mourning for the masses of Jews who perished, the proclamation comes to settle accounts with the guilty: "Where is the root of the disaster, why were millions abandoned to slaughter and murder?" and determines that the reason for the mass murder is the abandonment of the homeland in the hands of foreign enslavers who did not gather the nation's people in advance. "... together with Nazi Germany, “democratic” England is guilty of mass murder, it stood by while tens of thousands were led in death trains, to burning and suffocation, and worse: those who managed to escape from the slaughter and reach the shores of the homeland it expelled back to sea to the place of murder.
