Official Poster Presenting the Cairo Declaration – Churchill, Roosevelt, and Chiang Kai-shek. November 1943 - ”Déclaration concernant les BUTS DE GUERRE” (Declaration Concerning the Aims of the War) - an official poster presenting the Cairo Declaration, issued following the historic summit conference held in November 1943. Produced and distributed by the United States Office of War Information (OWI) as part of the Allied powers' extensive wartime information campaign to clarify the objectives of the war and present a united front against the Axis powers. The upper portion of the poster, set against a deep blue background, features a photographic collage of the three principal Allied leaders in the war against the Japanese Empire in the Asian theater, seated side by side: On the left: Generalissimo Chiang Kai-shek, leader of the Republic of China, in formal military uniform. In the center: Franklin Delano Roosevelt, President of the United States. On the right: Winston Churchill, Prime Minister of Great Britain, dressed in a white suit and holding his hat. The lower portion of the poster is designed as a torn sheet of paper, intended to evoke the appearance of an authentic and urgent military communiqué. Printed on it is the official French translation of the principal points of the historic declaration: ”The military authorities have reached agreement on future military operations against Japan. The three great Allied Powers have reaffirmed their determination to maintain relentless pressure against their brutal enemies by sea, land, and air. That pressure is already increasing. These three Powers are resolved that Japan shall be stripped of all the islands in the Pacific which it has seized or occupied since the beginning of the First World War in 1914, and that all the territories which Japan has taken from China, such as Manchuria, Formosa, and the Pescadores, shall be restored to the Republic of China. Japan shall also be expelled from all other territories which it has acquired through violence and greed. Mindful of the enslavement of the Korean people, the three Powers are determined that, in due course, Korea shall become free and independent. These are the objectives pursued by the three Allied Powers, in agreement with those of the United Nations at war with Japan, in carrying forward the large-scale and sustained operations necessary to compel Japan's unconditional surrender. The three great Allied Powers are fighting to halt and punish Japanese aggression. They seek no advantage for themselves and contemplate no territorial expansion.” At the bottom appears the imprint of the issuing authority: ”PUBLIÉ PAR L'OFFICE D'INFORMATION DE GUERRE DES ÉTATS-UNIS” (”Published by the United States Office of War Information”). The Cairo Conference was held from November 22 to 26, 1943. It marked one of the few occasions on which Franklin D. Roosevelt and Winston Churchill met with Chiang Kai-shek, without the participation of Joseph Stalin, who declined to attend because of the Soviet Union's neutrality toward Japan at that time. The conference was convened to coordinate Allied military strategy against Japan and to shape the political map of East Asia for the postwar era. This poster was intended for distribution in French-speaking regions - both in France, to bolster the morale of the French Resistance and the civilian population under Nazi occupation in anticipation of the opening of the Second Front, and in French colonial territories in North Africa and the Far East, such as French Indochina, then under Japanese occupation. Posters issued by the United States Office of War Information (OWI) in foreign languages, such as French, are considerably rarer than those distributed in English within the United States.
